rcon say?

i was wondering if any of you knew how to use the rcon say command ingame without having to go into the console. i was playing today with blue and some of our friends and when i was dead i wanted to type to them but everytime i had to go into console and it was annoying.

so is there anyway to use the rcon say command without having to go into console. Like, typing it up on the screen as if i were to use a regular say command?

By rcon_say do you mean having something in text come up on the screen that shows like it is coming from the server?  What command is it in console?
