Hey guys.

So I bought this 15" LCD monitor from a guy a couple months ago for $25. It had a little problem in the upper left corner as you can see here:



Anyone know

a) What this is
b) If it is fixable
c) If it is worth fixing?

I'm not so sure what it is. It looks like stuck pixels, because they are still working, but the weird thing is that they are transparent, meaning the pixels are NOT stuck, just sort of discolored.
