How about we start a thread in the spam section for submissions since if will fill quickly.

Post submissions by Saturday night, have a vote on the thread on Sunday, and winner gets posted on frontpage Monday.

Oh yeah 1 more thing, please limit to 1 per person/ per week

That would be way too much.. seriously.  I think keeping track of one vote in there every week would be time consuming enough for whom ever handles it.

If needed I can write some code along the lines of this (unless one already exists):

It will accept submissions from Sunday -> Saturday (or a shorter time, one submission per user)
Sunday at midnight, it will allow people to vote for their favorite out of ALL the submissions throughout the week, and it will update the SOTW on Monday at midnight.
