On top of that, it'll be made with the new source engine, not just an updated version of the old one that Portal 2 will be coming out with.

From this, we can infer that it'll be coming out after Portal 2. I've also got confirmation from a reliable source (the son of one of the developers goes to my school) that it'll be coming down the pipe soon. If not by fall, then probably in about a year or so, considering it's Valve we're talking about here.
