If you look at the list the only people with stars are the owners.  Elite members with stars are owners who have been with the clan less than 2 years.

In order to be an owner, (elite member with * is paying member under 2 years here, or regular owner paying member 2 years +) but in order to be accepted as an owner, you have to be voted in, im pretty sure.  From what Ive seen, we don't let just anyone become an owner, for the most part.
