I guess I'm not a cheater anymore. =/

The TF2 wiki states:

During the Mann-Conomy Update, the Cheater's Lament dropped for players who did not receive it the first time. This even applied to players whose items were taken away. Those who did not own the game during the original period when the halos were distributed did not receive one.

So now all the 'cheaters' got one? Strange move, Valve.

Was it a random drop?  Because I've seen it as one for a bunch of people.

That's gotta be an error, right? I just realized tonight that Bill's Hat and the very few (2 or 3? DAMNIT!!!) class-specific hats I had are gone. Meanwhile, I still have the Cheater's Lament and Ghastly Gibus. Arg.
