Title: plugins for the TF2 server

so I added 3 plugins back in for today.  We will see how it goes and if we get a crash or not.  All three of these plugins have been updated so we are running the newest version of them now.

Spray Tracer
Simple Team Balancer

Nice to see vote scramble back up.  After you guys took off last night (I was busy trying to find out why the hell my mic worked in game but was staticy as shit in Vent), a lot of people started asking about it.  I personally had never used it before but it seems like a lot of the players missed it.
