Every clan's Ventrilo has the one person who talks way too loud (usually a young and/or drunk person) and the one person who talks way too quietly. But luckily for us, SOME RANDOM GUY WHO PLAYS WORLD OF WARCRAFT has come up with a handy guide to normalize everyone's voice on Vent:

Go to Setup
Enable Direct Sound
Select the SFX Button
Select Compressor and click Add.
Under Compressor Properties use the following settings:
Gain = Adjust for how loud you want people to be. (I use 15)
Attack = 0.01
Release = Around 3000
Threshold = Around -30
Ratio = 100
Pre delay = 4.0
Done!
Thrux explains exactly what each of the settings does in his post, but I've found that his recommendations work pretty well. I've been using them myself, and Vent is altogether a more pleasant and quiet place. Now if there were only settings to get rid of the "I'm so high" dude ...

I did this a while back (although my settings are a bit different) and it's why I can hear everyone clearly all the time. Makes a world of difference.

I have a problem with my mic. People can hear themselves when they're talking in vent and me at the same time, it's really annoying. And in-game tf2 voice sounds horrendous, anyone got a clue? It was working fine like 3 days ago.

You can make the server more fun by not allowing Taso's ass to play a spy. K thx -Chesty Puller

1. reset vent settings to default, also go ahead and check for a new version of vent if there is one.
2. Sound card/chipset drivers... check for updates.
3. Try mic in another port if you have one.
4. If everything else fails to work, then your sound card/chipset may be damaged. If you have a
  Sound card change mobo to use onboard sound only and retry vent with that if you can.

We already fixed his issue. He had other inputs set to record instead of only his mic.
